DIGITAL INCLUSION · A FRAMEWORK FOR CITY HALLS

Centre for Digital Inclusion.

A framework offered to local public authorities to close the digital divide. It contains everything needed to open a centre within a city hall: institutional documents, procurement, training and operation. We leave no one behind, in any community.

The digital transition
happens in communities.

Investment in digital services has no impact if people lack the skills to use them. The divide is geographic, generational and socio-economic, and it closes only through steady local action. The CID (Centre for Digital Inclusion) is a local public service built on three pillars.

Pillar I · Equipment & infrastructure

A functional space, complete equipment, assistive technologies for people with disabilities. Workstations, interactive screens, fibre connection and security.

Pillar II · Skills & curriculum

DigComp 2.2 programmes plus modules specific to Romanian public administration, from basic digital skills to digital citizenship and a module for local authority staff.

Pillar III · Citizens & community

Tailored programmes for each vulnerable group: a Single Digital Assistance Desk, "Grandparents online", a co-working HUB for young people, after-school sessions for pupils.

Coordinator: the Romanian Smart City Association coordinates the national network of Centres for Digital Inclusion. The first CID was launched in Snagov on 23 November 2021. The project is eligible under the Bucharest-Ilfov Regional Programme 2021-2027, PoCIDIF and PNRR Component C7.

The KIT: four stages,
one single file.

The KIT is offered to local authorities on a turnkey basis and covers the whole journey, from the local council decision to the first course delivered to a citizen.
