Eduard Dumitrașcu is the founder and President of the Romanian Smart City Association. Under his leadership, ARSC has established itself as a working platform between public administrations, the private sector and central institutions, with more than 450 members, more than 200 local administrations and 17 digital platforms in operation.

The direction he is setting for ARSC in 2026 is pragmatic: less theory, more connection, implementation and concrete impact in communities. As President, he represents ARSC in institutional consultations with the Government, the relevant ministries, national agencies and embassies.
