What ARSC offers you,
point by point.

Five answers to the most important questions a public administration leader asks before working with a professional organisation.

QUESTION 01

How do I attract more funding and investment for the community I lead?

You receive priority alerts on EU funds (Horizon Europe, Interreg), national programmes and relevant funding lines. For public beneficiaries, ARSC also offers EU funding consultancy and connects you with validated suppliers and with administrations that have been through similar processes.

  • An operational newsletter with the calls relevant to your administration
  • Connection with validated suppliers for implementing Smart City projects
  • Information sessions with public and private funders
  • Case studies from similar communities that have recently secured funding
QUESTION 02

How do I work in a shared framework with central institutions and national partners?

ARSC organises between 6 and 8 working formats a year on topics of public interest, attended by representatives of the relevant ministries, partner embassies and the private sector. Members of the National Council of Leaders for Smart Communities are invited to these formats.

  • Thematic formats with representatives of the relevant ministries (Research, Development, Environment, Energy)
  • Dialogue with the embassies of partner countries (USA, Israel, Japan, Korea and others)
  • Settings for dialogue with the relevant private sector
  • Representation in national and international delegations
QUESTION 03

How do I get public recognition for my community's good projects?

Your projects become published case studies on ARSC's official channels: the Smart City Map of Romania, the annual report, thematic summaries and press releases. On top of this, you become eligible for awards and for the annual Smart City Industry Awards gala, now in its 11th edition.

  • An official public profile on arsc.ro as a member of the National Council of Leaders for Smart Communities
  • Published case studies of projects from your community
  • Eligibility for the annual Smart City Industry Awards

QUESTION 04

How do I save time and learn from those who have already done what I want to do?

You join a network of peers: mayors and county council presidents who have already delivered projects similar to the ones you are planning. No need to reinvent the wheel; learn from them.

  • The network of the National Council of Leaders for Smart Communities
  • Thematic round tables (mobility, energy, digitalisation, resilience, health, education and more)
  • Visits and exchanges of experience with administrations that have implemented projects; ARSC regularly organises national and international delegations.
  • Summaries and operational guides for implementing projects
QUESTION 05

How do I show citizens and colleagues what I have achieved?

ARSC publicly documents your administration's projects through appearances in national media, official press releases and inclusion in the national map and the annual reports, which are cited by journalists, researchers and institutions.

  • Your projects included in the Smart City Map of Romania, the national map of documented projects across 41 counties + Bucharest's 6 sectors
  • A mention in the ARSC annual reports, distributed to media and institutions
  • The possibility of the Smart City Caravan coming to your city, a relevant public event for the community

How joining works.

The process by which a public administration leader joins ARSC. It differs from the standard procedure for companies: for administrations, access to the Council is free, by invitation or by validation.

STEP 01

Request or invitation

The mayor or the administrative team expresses interest through the form below. Alternatively, ARSC may issue a direct invitation, based on publicly observed activity.

STEP 02

Initial conversation

A 30-45 minute meeting (online or at the ARSC office) to identify the administration's objectives and the public profile it wants.

STEP 03

ARSC validation

The ARSC Board of Directors reviews the request, checks the administration's public profile and approves its inclusion in the National Council of Leaders for Smart Communities.

STEP 04

Profile & onboarding

Creating the public profile, the official presentation on arsc.ro and in the association's communications, inclusion in the annual events calendar.

What we expect from you
as a Council leader.

Membership of the National Council of Leaders for Smart Communities also involves a minimum commitment. Not a formal or bureaucratic one, but a realistic one, adapted to your public agenda.

REQUIREMENT 01

An administrative contact person

Appoint someone from your team to manage the day-to-day relationship with ARSC. That way the relationship does not depend solely on your time, which could lead to unwanted delays.

REQUIREMENT 02

Taking part in 2-3 ARSC formats a year

Confirming attendance at 2-3 small-group formats a year: round tables, meetings with ministers, the annual gala or the Smart City Caravan.

REQUIREMENT 03

1-2 local projects proposed each year

Once or twice a year, put forward your administration's projects for promotion through ARSC channels: case studies, communications, presentations.

REQUIREMENT 04

Replying to priority invitations

Replying to important invitations through a dedicated channel, so that ARSC can organise small-group formats quickly and efficiently.

REQUIREMENT 05

Taking part in thematic consultations

Involvement in ARSC public consultations on topics relevant to your administration, with positions that contribute to the association's agenda.

REQUIREMENT 06

Public confirmation of membership

Where appropriate, mentioning Council membership in the public communications of the administration you represent.

The Council is built on reciprocity. ARSC offers status, visibility and recognition, and leaders contribute through active involvement. It is not a formal list but a working group with a real public presence.
