ARSC priorities 2026 - strategic directions, institutional and European partnerships
STRATEGIC DIRECTIONS · 2026

ARSC's position for 2026.

Romania's public administration is not short of strategies, concepts or funding. What it lacks is continuity, decisions and the capacity to deliver coherently.

In recent years we have seen public initiatives become badly fragmented: projects launched without a clear architecture, overlapping programmes, investments that stall at implementation, and responsibilities diluted between institutions, suppliers and consultants.

2026 is no longer about "more". It is about clearer, more accountable and more deliverable.

Against this background, the Romanian Smart City Association is publicly setting out its direction for 2026.

ARSC's position in 2026

ARSC is not a technology supplier.
ARSC is not an event organiser in the traditional sense.
ARSC is not a PR platform.

ARSC initiates, structures and validates Smart City projects and brings together expertise, decision-making and implementation in public investment, urban infrastructure and the modernisation of public administration.

Our role is to connect:

  • administrations that need clarity and structure,
  • companies that have real solutions but struggle to work coherently with the public sector,
  • experts who understand the legislation, the funding and the implementation, not just the concepts.

In 2026, ARSC explicitly takes on the role of a platform that analyses, structures and validates public projects, not that of a mere intermediary.

ARSC does not address all these areas in words alone, but only where there are real funding prospects, capable partners and administrations willing to see projects through.

ARSC's strategic priorities for 2026

In 2026, ARSC is focusing on a few major directions, chosen deliberately rather than opportunistically:

1. Events with real stakes for public administration

ARSC will continue and strengthen the events that lead to decisions, not just exposure:

  • Smart City Industry Awards, 10th edition, as a platform that recognises projects delivered, not promises;
  • Congresul Primarilor (the Mayors' Congress), as a space for practical dialogue between administrations and the ecosystem;
  • thematic events on critical infrastructure, urban safety and public passenger transport;
  • bringing ARSC into major events with economic and investment impact, where public administration and the private sector need to meet on substance, not form.

2. A focus on infrastructure, safety and large public investments

ARSC is concentrating its expertise on areas where the blockages are systemic:

  • urban and metropolitan infrastructure;
  • water, energy, safety and critical infrastructure;
  • mobility, logistics and projects with regional impact;
  • public investments that require coordination between institutions.

3. From concepts to implementation

In 2026, ARSC will give priority to:

  • projects that can be written, funded and implemented;
  • administrations that commit to a decision, not just an intention;
  • partners who can deliver, not just promise.

How we work

ARSC enters 2026 with a simpler and more demanding way of working:

  • fewer parallel initiatives;
  • clear, measurable objectives;
  • well-defined internal responsibilities;
  • public communication based on analysis and evidence.

The ARSC team and governance

In 2026 the association works as an organisation with:

  • clear roles,
  • focused decision-making,
  • delivery that is tracked.

It is no longer an informal ecosystem. ARSC is a platform that structures, facilitates and supports access to funding and the implementation of public projects.

ARSC's commitment for 2026

In 2026, ARSC publicly commits:

  • to support only projects and initiatives that can be seen through;
  • not to water down its messages to please everyone;
  • to work with administrations and partners who understand that modernising public administration is not a slogan but a difficult process;
  • to remain a point of clarity in a space often dominated by ambiguity.

ARSC remains open to collaboration, but selectively. 2026 is about maturity, not chaotic expansion.
